Does this USB drive come with a power adapter? If so, be sure you are using the one that came with the drive and it is plugged directly into the Wall Socket and not through a Surge Protector or extension cord as this may diminish the power. Be sure you are plugging the USB cable into the Back USB port of the computer and not the front or though a Hub as these ports are weaker.
If all else fails, remove the HDD from the enclosure and attach it with a USB Adapter as the logic board in the enclosure may have failed.
