Is purchasing a portable hard drive, hoping for high performance and quality, just a matter of luck for the price?

I am looking on NewEgg at a 2TB drive I purchased years ago that I am pleased with verses another of the same model except for having a different ESN. The one that I own is listed as $30 more expensive; I can get the 4TB of the other ESN for the same price of the 2TB that I own.

Is this only due to 3rd-party seller choice/prices?

And is this a decent deal?

The capacity of HDD's and SSD are increasing, and the cost if coming down. Such is the work of technology.
Some HDD's models may be discontinued and the Manufacturer or Retailer reduce the price even further to make room for the newer models.
WD is a great brand and usually more reliable then other brands of the same size and speed.
