It's HP's cost-cutting again (though to be fair many companies are just as guilty).
Some higher-spec HP laptops are supplied with two hard drives, both fully connected and ready to use. To save a few dollars on lower-spec models, they left out the connector assembly in one of the drive bays. I've no idea how much work is involved in making that bay usable, or even where you would get the parts.
You could always buy an external hard drive if it's more storage space you need.
The 2.5-inch ones from WD or Seagate are very compact, don't need mains-power, and will easily fit inside a laptop bag with the laptop itself.
