Does the hard drive contain any data ? If not, then wipe it clean and start from scratch.

Formatting "Erases" the data.
How are you trying to recover the files? You need specific data recovery software and another drive of the same size or larger to restore to. But if you wanted to save the files on it, then you should have copied them before Formatting.
Also, if you tried to install Windows on the drive, then it would have overwritten your data.
