I'm having the same issue.

I have a Dell Inspiron 1000 that I've been trying to fix up for casual use.

I've been doing a lot of research on this and I believe the issue that you are having (as am I) is that our HD's are SATA RAID and the BIOS is set up to only recognize IDE's. It won't boot if there is no HD to boot from. So instead, its trying to read your USB Diskette and not HD for booting instructions and that's why you're getting the same screen again and again.

Anyways, here's what I think our solution is...

https://www.raymond.cc/blog/archives/...your-computer/

I haven't been able to try it out yet though because I can't find the manufacturer of my motherboard for the life of me! Here's a good site that explains how to find you mb's manufcturer:

https://www.motherboards.org/articles/guides/910_1.html

I'll update you if I figure anything out or fix this problem. PLEASE if anyone else has any suggestions let us know.

Thanks!
