Cannot "see" attached SCSI HD ANYWHERE.

Please help.

I am trying to get an external SCSI drive, up and running, on a computer running win XP, SP3.
The drive is attached and turned on (before starting the computer). I have installed an Adaptec AHA 2930 SCSI contoller card in a PCI slot. The Device Manager "sees" the controller card as operational.
The external SCSI HD DOES NOT show up in either the "My Computer" disk drive area OR in the "Disk Manager."
When I scan the drives in the "Disk Manager" it does not help.
Upon boot up, the SCSI controller card and SCSI drive give the option to configured, but the drive does not show up when the controller scans the system.

I welcome ANY suggestions that might help in getting the HD operational.

What software is available that would allow me to "look at" the SCSI HD outside of the operating system ?

I tried Seagate's "SeaTools" for windows and it will not work outside the operating system.
