Did you select the proper driver for the proper operating system and 64 or 32-bit, depending on which OS you have?

MSI Global ? Mainboard - H55M-E21

Please run this scan from NVIDIA and it should help you download the right driver for your 8400GS graphics card.

Go to Nvidia's site and download the drivers for your particular GPU and OS.
Drivers - Download NVIDIA Drivers

VGA= Video Graphics Accelerator= graphics card.
No, your 250W PSU is underpowered and very poor quality.

Why do you need the VGA driver, when you have graphic card's driver installed?

Your graphics card is the the device that's powering your display(monitor), not the Intel on-board graphics for which you require VGA drivers.

Graphics drivers are required for the source being used.

@Tyree

It looks like you overlooked my mention of the Intel on-board graphics driver.
By VGA driver, I was specifically referring to the H5x series VGA driver for the Intel onboard graphics, which I believe is what he's referring to.

The source here being the Geforce 8400 GS, which I'm not referring to here.

VGA = Video Graphic Accelerator.
Graphics drivers are required for whatever source (dedicated or onboard) the OP is using.

^ Exactly my point. I believe he has the dedicated video card's VGA driver installed and running, and is attempting to install the onboard's VGA driver (which isn't required).

It's the motherboard's onboard graphics.

Perhaps, your friend has a decent onboard graphics chipset that outperforms your 8400GS OR your friend has to be playing the game at its lowest settings.

Take a look at where the 8400GS stands:
PassMark Software - Video Card Benchmarks - Video Card Look Up

Yes, the screen resolution does affect the game's performance, depending on how powerful your graphics card or chipset is.

Lowering the screen resolution - Increases performance (Higher FPS), Less details, Sharpness becomes poor

Increasing the screen resolution - Better detail and sharpness

If you want to try using the onboard graphics on your computer, simply remove the graphics card, restart your computer, head into the BIOS, set the Intel onboard graphics as your primary display adapter, save, start up your computer and load the video driver (Intel graphics) from the CD that shipped with your motherboard.
