Good day TSF!

I have Intel Core i3-7100 with a TDP of 51W.
Under full load, it only reaches 22W.
Is this normal? Thank you!

And another question...

If the board says it supports up to 2400 MHz RAM.
is that referring to 2400 MHz base clock? with a total of 4800 MHz Max.?
or 1066 MHz?
