Inconsistent BIOS

I think I have a BIOS problem on my Lenovo Ideapad S10-2. I have reinstalled the bios (flashed it) with the same version but the problem(s) remain. Symptoms are:
1. The bottom bar with F2/F12 options only spasmodically appears on the start screen.
2. It will not consistently boot from a USB drive (Even using the same drive)
3. (Most convincing I think) I cannot navigate on the start page after I've pressed F2 and reached the BIOS start window. Pressing any of the appropriate keys has no effect at all.
This has happened after having to reinstall Windows 10 following the May upgrade which caused me endless grief!
Any suggestions/thoughts please?

For point 3, you might have something called a keyboard buffer overrun, usually 2-3 taps on the key is sufficient, but if you tap one too many times, it will cause the keyboard to sort of lock up limiting it's usage.
