Dell Latitude laptop

I have a Dell Latitude laptop that was given to me the previous owner said that the hard drive was wiped clean and it would not work anymore. I plugged it up and charged the battery for 24 hours and turned it on and the bios will not open. Could the bios have been deleted also. When I turn it on the screen barely lights up. I don't know all the specs on this laptop except it had win-vista on it when it was working. How do I get the bios to load or do I need to reinstall them? If so how?

It's difficult to know if the Display has failed or if the laptop itself is unable to start.

For starters, do provide the laptop model number and the sequence of the diagnostic lights, color of the power button light and the other lights that come on along with any sounds you hear.

BIOS resides outside the hard drive on a chip on the motherboard, so it cannot be deleted while wiping a hard drive.

1) Are the hard drive and RAM are still in it?

2) Any signs of damage, such as spilled liquids, burned or leaking components?

Hard drive and ram still in it. when I turn it on it sounds like the hard drive is trying to run the cpu fan don't even come on.

Which model number Latitude?

Can you feel the hard drive spinning? (Touch the top of it lightly with your fingertip)

Any signs of damage, such as spilled liquids, burned or leaking components?

Its a D830. no damage to the unit. no blinking lights either

The lady that gave it to me said her daughter erased everything off the hard drive. After that it wouldn't do anything. I did put a new cmos battery in it.

D830 is a fairly old model, XP/Vista days.

More questions:

1) Can you hear/feel the hard drive spinning?

2) If you leave it On for few minutes, does the CPU fan spin up?

3) What happens if you turn it off and wait a minute, then turn it back on and start tapping [F2]?

Erasing the hard drive does not do anything to the CMOS/BIOS. It's a chip built into the motherboard and works even without a hard drive hooked up.

the hard drive spins but nothing is loading up, no cpu fan running at all
