Is this a Pre-built PC IE Dell, HP, Gateway etc, or a home/custom build?
If pre-built brand and model of the PC?
If Custom Brand and model of the power supply?

Posting the specs is always helpful. Your PSU is poor quality and your symptoms indicate a failed PSU.
Are you using Onboard Graphics or a dedicated GPU?

Are you trying to boot with hard drive from the Lenovo?
If so that would work, the OS has to be installed on the PC it's being used on.

If it does turn on enter the bios and check the voltages on the hardware health page.
Look for the readings for the 12v, 5v, 3.3v rails while you're there get the CPU and system temps.

The temps are good, the voltages a tad higher then I would like to see but within spec (+/- 5%).

When you turn it on do you get a Bios splash screen but Windows won't load or you do not even get the splash screen?

I'm unclear if the hard drive has the Windows installation from the other computer or have you reinstalled?
