I bought a Rosewill RNX-N180PCe Wireless LAN 802.11n PCI-E NIC
but the signal strength is only at 72% and the link quality fluctuates between as low as 40% to 100%. It is usually at 100% but if its not at 100% certain programs won't work properly for me.
Can anyone recommend me a more powerful network card?

It is not a matter of a more "powerful" card. No one ever gets 100% signal unless they are very close to the source.

If you want a better connection you need to get closer to the source of the wifi signal.

This assumes the hardware is good and you have the latest drivers installed.
