would explain a little further
Who are ISP1 and ISP2
How do you connect to them
Make and model of routers/modems

How are you testing your upload speed

If the laptop is working OK with a webbrowser - then you do have some upload speed

Are you using Speedtest.net by Ookla - The Global Broadband Speed Test and Pingtest.net - The Global Broadband Quality Test
to test the internet connection

Is this a Business Network ?

yes this is a business network,

and we have 2 internet connection(ISP)
the problems occur in ISP 1 because when I run in speedtest.net desktop has no upload but when I connect from laptop it has and it is OK the problem only is on desktops through LAN or Wireless and Modem direct.

but when I connect the desktop to other ISP it is OK means not in firewall or devices

Not an expert on Business Networks

However, when you connect the desktop direct to ISP1 modem it does not work
is that correct ?

you say desktop (s) - so is this a problem on all Desktops
