Netgear n600 router: Blocking MAC address not working

Hello all!

I hope this is the correct place to post this. Apologies if not.

I have a Netgear n600 router and I noticed two leeching devices that I do not recognize.
So I went in (Genie) to block them. The block seemed to work, and my internet speed went up dramatically. Happy right? Well for the moment yes.
The next day, I still see these two MAC addresses enabled. I try to block again. Same thing. Next day they reappear. It is password protected as well.
Am I missing some extra step? I fear these "devices" are up to no good and would like them blocked completely.

Any help on this would be greatly appreciated.

Usually these devices are within your personal network but lets investigate.

Wired or wireless connections?
Blocked via mac address?
You have used a complex password for both your wifi and router logins?
Do you have Upnp enabled in the router?

I apologize for my delayed return.

Connections are wireless
Yes, MAC address blocked
Yes complex passwords for both.
Not sure about the plug n play being enabled or not. I'll have to check that out. Im not a gamer at all, so would I really need this enabled?

So turns out, I was able to pinpoint one MAC address as my sisters.
But still have one suspect in "Attached Devices".

Not sure how they can get in after I blocked them.

unless you shared or your sister shared the wifi password [assuming WPA2 encryption] the rouge device is yours. Your phone or hers also connecting via wifi?
