Windows Xp Security Center Not Working

i have windows Xp Sp2 installed on my pc
but Windows Security Center is not working
it says the security center is currently unavailable because the "security center" service has not started or was stopped Please Close this window,Restart the Computer( or start the Secuirity Center Service)
and then open the security center again.

i have tried tht fix
services.msc but it wont work for me
i mean when i set security center to automatic and thn start it again
it works fine till i restart my pc but windows firewall still don work..

it says windows firewall setting cannot be displayed because the associated service is not running do you want to start windows firewall internet connection sharing Ics Service when i click yes it says for your security some settings are controlled By Group Policy

and i cant acces Microsoft Sites and anti virus sites
Plus my Msn wont work..

Please Help me
