There are no Legal downloads of Windows XP with or without SP3. The link provided by etaf is for SP3 only, no XP OS included.

Providing a downloadable ISO for an unsupported OS would seem excessive. Any download of XP not approved by Microsoft would be illegal. This forum cannot help with anything illegal.
