Does it do the same when you run regedit? Look to see if it has regedit.com as a title for the window.

If it does ill post you a fix

Go to start; run and type 'regedit' (without the ' s) and take a screen shot and post the picture here.

although i doubt so very much that this will work have you tried replaceing the dll file incase its corrupt if not heres the link to download it.
