[SOLVED] windows installer issue (and upload issue?)

I have windows xp
in the last day I encounter some problems when tring to use windows installer (i.e. when I install/uninstall programs)
sometimes (not allways) this message appears

Windows Installer:
the Windows installer Service could not be accessed.
This can occur if Windows Installer is not correctly installed. Contact ...

I just might add that I recently sent a post on another issue
slow startup , no sound, no internet, classi
but after trying a system restore I think most of the issues are solved (I have internet access for example!)
but this windows installer issue is valid (also I guess there are other minor problems)
I tried attach a TSF_XP_Support.zip file from today (if needed )
(embarrassing I couldnt upload the TSF_XP_Support.zip using ie or firefox ) (so Ive added to the title "(and upload issue)" Ill try to send the attach later from differnrt computer

Have you tried installing the most currently up to date Windows Installer?

yes. infact I did install it few days ago and this also is part of my issue.
yesterday I made a system restore but is wasnt fully successfull
so now when I reinstall the most recent up to date windows installer it messgaes me it had installed it. but the error with windows installer remains (when I install various applications )

ps I succeeded in uploading TSF_XP_SUPPORT.zip from my problematic computer so its attached in this post

When did this problem occur? Do you remember doing anything before the problem started?

You get the same error if you try to uninstall any program, right?

If my memory serves me correctly, you can uninstall the Windows Installer and then try reinstalling it.

If you are unable to use Add/Remove Program dialog box, you can try to use Revo Uninstaller to uninstall the Windows Installer.

well I did ruin my computer as I described here and now it is back from the dead after partially successfull system restore

well no for every uninstall. I tried to uninstall some music porgram I installed few monthes ago and it was successfully uninstalled (without any error message)
but I tried to install a microsoft utility (Windows Installer CleanUp Utility)
I just downloaded from the internet and it messages:

also tried to uninstall adobe reader and it gave me the same message (but maybe adobe is to blame because adobe utility now updates infinetely even though its updated)

Ive downloaded this Revo Uninstaller. now please tell me how do uninstall Windows Installer?

On a minor side note - Microsoft no longer recommends the Windows Installer Cleanup Utility. It has been known to cause issues and therefore Microsoft has stopped providing support for it. More information can be found here.
