You probably have a virus.
Boot into Safe Mode with Networking. Download CCleaner delete all temp files, run registry cleaner too. Then download www.malwarebytes.org let it update and run Full Scan.

i forgot to say it goes to the site if i use a proxy but the proxy doesn't download files correctly

Yeah possible malware infection, do what spike posted and see if it's gonna fix it.

What security software are you running? Some programs block micosofts website.

Open the HOSTS file and post the entire contents.
Start > run > notepad c:\windows\system32\drivers\etc\hosts

Note: The default drive letter in most cases is "c:", if you have a dual boot system or a different
drive letter assigned to your OS drive then change the command accordingly.
