yes you can you will need to set the boot settings.

Place the cd in the cd-rom and boot. If it does not boot to the cd you may need to press the F12 key to activate the boot order, or you may need to enter the BIOS and change the boot sequence from within there.
on start up go into setup ( normally by pressing DEL)

find the boot sequence and apply it to boot from usb drive

f10 to save and exit

all this bios and DOS is quite new to me and i know very little, so is there any step by step instuructions you can give me? I just have the OS on the external hard drive only. Do you mean the recovery CD when you mention that CD?

This isn't going to work quite the way you want. Native WinXP will not work from a USB device because while the OS is loading, there is a brief second that the operating system will re-initialize the USB ports. At the split second the boot drive (that's installed on the USB port) will become offline and then there is no drive to boot from.

The only way I know of to successfully boot from a USB device is with BartPE.

HP has a software for that. It makes a bootable USB drive. I used it to flash bios.
