cmd.exe will not run most .exe files

..very strange and i cannot find the answer..i did an MBAM scan..v. latest and supposedly buggey..
and i had to abort the scan..after that i brought up the command.com window and none of my turbo pascal executables
would run..

from online i checked registry code for HKEY..ROOT.exefile and my registry looks fine..

but i have a third party old editor UEDIT32.exe that DOES work ok from cmd.com..only turbo executables won't run..
tried running old copies off a 2nd hard drive and they will not run either..

what's happening here?

My System

Look for a turbo.pif in the program folder and delete it (to the recycle bin). Windows should create a new pif file when you run it again.
