Computer doesn't reboot.

When I try to startup my laptop I keep getting the message "Symantec is cleaning threats from your system. Your system will be rebooted when this operation is completed." The message stays on the screen and does not go away. My operating system is microsoft vista. I think it has something to do with a virus but I'm not sure. Does anyone know what causes this and how I can fix this problem?
