need serious guidance....dont no where to start?

ok here is the situation:

My buddy has a virus which he got from letting his little brother use the pc for who knows what, and when he logged in the next time he used the pc his wallpaper had changed to a picture saying that his privacy is in danger and he needs to download some software to fix it but it hid a bunch of shortcuts on his desktop and blocked a lot of stuff, an i tried to connect wirelessly and i cant even get the wireless thing to work like everything is jus frozen

so i honestly jus need a place to start like i have been fixin up PCs using your forums for awhile now so i have learned pretty much but now i dont even no where to start on this one....

so i will appreciate the help that you all give
