Major Viruses Problem. Infected with AntiVirus System pro

Hello. I've never had a problem with this computer before (Dimension C521) computer but today i was browsing the web and got infected.

First a program Antivirus system pro installed itself and kept annoying the screen. then I had many processes going that slowed down my computer.

What i did...

I disabled all start up programs that were set.. and restarted.
Now im at the desktop with no Antivirus pro running (Its still in my system)
but now I cant run any .exe in a way.

I click an .exe that is for example in my desktop and I get the
"choose the program you want to use to open this file" window
I can get some programs to run by selecting their original installation folder but it doesnt save the setting.

A virus has also disabled the Folder options so i cant see any hidden folders.
When i try to run msgconfig.. I get the same "choose the program you want to use to open this file" Window.

I also can't run system restore.

Please help!

Sorry for the Double Post but Before removing infection .. a major problem that has been done now thanks for the virus..

I can't run any system services. Thankfully I can still reach desktop and load everything fine.
But I can't run anything in system32.. such as msconfig, system restore, or anything like user accounts... I get an error saying "C:Windos\System32\rundll32.exe" Application Not Found.

reason im trying to get to user accounts.. I tried to run the Repair Console but it asked for an administrative password.. which I never knew was set.. so I have no clue what it is.
