Pop up CITY

Hi all, I have a standard XP computer that randomly started having popups show up. They are always in internet explorer if that makes a difference. I feel like I've done every offline and online system scan, it always finds "infected" files and supposedly gets rid of the malware. I've download tons of pop up blockers, ones that reside in the system tray and those in the internet browser toolbars like Google Toolbar. Basically, I feel like i've done a lot and still have no success....the popups come about one every 5 minutes. Any ideas? Thanks much!
