Cannot Post Per Instructions - Can only boot with UBCD4Win recovery CD - What now?

I have a possible malware infection that will not allow the PC to boot in Normal, Safe, or Last Known Good Config modes. I can boot with a UBCD4Win CD in a Win PE shell, but that process does not allow me to correctly run DDS or gmer.exe and generate the requested log files.

Any boot attempt (Normal or Safe Mode) results in a black screen with a white mouse pointer (w/ mouse control). The desktop never loads. In Safe Mode, I also get the white text "Safe Mode" in all four corners long with the build info at the top.

I originally thought this was malware because the PC locked up while attempting to fix a web site that had been hacked. After a powerdown, the PC would not boot, I switched to a 2nd PC and continued my web site repairs. After a while, the 2nd PC started acting the same way. However, after running every anti-virus and anti-malware product on the UBCD4Win CD, it is unclear if this is actually an infection. I am out of ideas.
