Fake uTorrent keeps coming back!!

I need help with my brothers laptop, it's ancient and probably not fully protected and updated with the antivirus.

First of all, there are always pop ups of fake anti virus 2009, and it is really slow. But there is one thing I notice, I always get a notice of uTorrent asking permission to gain access. I don't remember downloading uTorrent, and when I tried to delete the folder it won't let me. I have to kill the process first in the task manager and then delete it. When I reboot the laptop, it is back. I bet there is more problem than i know.
