Unstable internet connection (suspected malware)

I'm directly connected to my usb modem with no router and im facing some serious problems. The connection with my modem is fine but sometimes when i tried to load a page, it will fail. I tried to ping www.google.com.sg -t in command prompt and the results are very inconsistent.

I'm very concerned as i cant download or update things as the connection keeps timing out. I've tried my usb modem on another PC and it works fine so I suspect there is something wrong with my system. I've run symantec liveupdate + full scan and spybot and found nothing serious. I also had spywareblaster enabled everytime.
