No icons on laptop

I've been trying to fix a laptop for a friend but this has stumped me, when you log into either of his accounts all I get is the screen saver, no icons and no task bar, this also happens if I try logging in to administrator account.

I've tried accessing the task manager but it says it's disabled by administrator, and again in safe mode none of the accounts have icons or task bar just the words safe mode in the corners and the curser is active.

Is there anyone who can help turn this doorstop back to a laptop again please!
