msb.exe virus - disables rights

Well alot of people have been having this problem, I need help with it too. I managed to delete msb.exe and it doesn't seem to be coming back. But my computer is still infected with other crap, and I can't install malawarebytes because it won't let me download it because anti-virus websites are blocked on my computer, idk why. I try using SUPERantispyware but it says "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to the item."

Help?
