[SOLVED] Automatic Updates Won't Turn on And I'm getting alot of popups. Please Help!

When I go to turn on Automatic Updates I get the error message 1058: The service cannot be started either because it is not enabled or has no enable devices associated with it. I followed all of microsoft's steps and it still doesn't work. I am also getting alot of popups to random virus scanners and advertising stuff. I followed the 5 steps before posting a log and here are my logs.

Main.txt log (DSS)
Also attached are like it says the extra.txt (DSS) log and the ActiveScan.txt log (Pandascan).

I am fine I ran the Windows Live OneCare Scanner or whatever it is and it fixed everything.
