Need To Fix Some Computer errors

Ok I was fixing my friends computer, and came across so issues I wasnt sure how to fix. First off I wasnt sure how to uninstall and reinstall IE on Vista. I have never used vista. His IE browser is incredibly slow, and when I installed firefox, it worked fine. Also how do you change your start up configuration in Vista?

Last his computer monitor seems to have an issue, I am not sure if this has anything to do with something a hijackthis log can see. The menu on it will come up all of a sudden, sometimes it will reset.
