This is the only suspicious entry. Right click on this file and go to Properties. Then go to the version tab and see what information you can get there. If it is indeed related to a webcam, then leave it alone.

it is for the webcam- the computer runs slow and sometimes the nt authority message appears with the 60 second countdown

Do you have a webcam? If not, it's probably not a good file to keep. Fix it and then delete the file.

You can keep it. You said previously about an nt authority and then 60 seconds shutdown. That reminds me of a virus/worm. What is the exact error message? Post it here when it does occur again. Copy the text to notepad and save it before it shuts down. It's looks like the blaster or sasser worm.
