Can anyone tell me where I can get this tool? I have tried toi locate it but all of the links come up invalid.....

Why do you want it? It does not seem to be a safe file (it is not classified as unsafe either, but it is under review, which usually means it is not something you want to mess with on your machine). Take a look here.
