Can you access the Windows Advanced Options boot menu by tapping F8 upon startup?

If so, is safe mode accessible?

Re: Removed Spyware but now my pc wont boot

On some machines, it's F5. Try that first.

If possible, explain in more detail what you see from the time you power on the machine.

===================================

You may need to perform a System Recovery on the machine from the onboard recovery partition. I'm not sure if that dell has a non-destructive recovery option (I don't think it does), which is similar to a repair install of Windows. Some only have a destructive recovery, which is similar to formatting and installing new, returning the machine to factory condition. All data and programs installed after receipt of machine would be lost in that scenario.

Another option is to use a rescue boot disk, such as BartPE or UBCD4Win, or a linux distro, to try to access the drive and restore what SAS removed.

Another option is to slave the hdd to another machine, and attempt to restore items from SAS quarantine. Or, failing that, backup valued data from that hdd and then place it back in it's own case, and then perform a recovery.

Those options go beyond the scope of this forum. If you need to go that route, and require assistance, ask in the Windows XP section.
