Evil System Intruder

I have been experiencing a problem with an individual intruding in to my system for example when you download a program it ask if you want to allow all user or just yourself, well it makes no difference if it's a program I've bought or if it's some thing I'm down loading off the net next to myself it has (sucker)

Now I know who this person is and I know he sits at his desk with 6 computer's

I have McAfee firewall on the computer and a firewall on the router and he still gets around it, can anyone help me to remove (sucker) and to prevent further intrusion?

Thank-You
