Yes, you can go lower than Bush. Just look up Pelosi's and Reid's ratings.

Obama is now lower in his approval ratings than Bush was at this point in his presidency - they were at 55%. (Unless I'm reading the graphs and figures completely wrong. Of course, Bush started there, rose to a peak at 9/11 and then went skiing downwards from then on haha.)
