Obama Signs Law Banning Federal Embryo Research Two Days After Signing Executive Orde

On Wednesday, only two days after he lifted President Bush’s executive order banning federal funding of stem cell research that requires the destruction of human embryos, President Barack Obama signed a law that explicilty bans federal funding of any "research in which a human embryo or embryos are destroyed, discarded, or knowingly subjected to risk of injury or death."

The provision was buried in the 465-page omnibus appropriations bill that Obama signed Wednesday. Known as the Dickey-Wicker amendment, it has been included in the annual appropriations bill for the Department of Health and Human Services every fiscal year since 1996.

The amendment says, in part: "None of the funds made available in this Act may be used for—(1) the creation of a human embryo or embryos for research purposes; or (2) research in which a human embryo or embryos are destroyed, discarded, or knowingly subjected to risk of injury or death."

Crafty. If the president nor congress are reading the bills in full, then slide in rules which benefit your platform. Hats off to republicans.

However, it says none of the money "from this bill." Sounds as if the ban is still lifted. There's just no allocation of funding through the omnibus bill.

However, I haven't read the link. Just the OP here. Maybe there's more to it.

Nothing crafty going on here at all. On the part of Republicans at least. In fact President Obama addressed this issue before he signed the bill. In fact he was very explicit in saying that spending on stem-cell research would be done only in compliance with Federal law. Meaning that if Congress wants to fund stem cell research, they need to change the law. Read all about it here.

I'm amazed at some Republicans who carry on as though Dewey-Wicker, after being in every Omnibus bill for 13 years was a big surprise. The notion that it would have been worthwhile to veto the bill is just as absurd as all the Republican posturing over the earmarks in the bill.

Before someone wants to go off on a rant about the earmarks, it's worth noting that the earmarks total just under 2% of the total package, and that (just to pick an example totally at random ) Senate Minority Leader Mitch McConnell was was responsible for $75 million in earmarks. Full story here. And that would be the same Mitch McConell that "In the 110th Congress, McConnell charged a Republican task force with pursuing earmark reform. However, that group's efforts were stymied and their recommendations were never adopted by the Senate Republican Conference".

A lot of side dealing is going to happen in the next year or so. With the price of legislative gridlock being financial ruin, wheeling and dealing becomes acceptable even for those who railed against it for 2 years :cough:obama:cough:

No need to worry about stem cell research. The State of Georgia has just made it a illegal in Georgia by officially designating an embryo as a person. You have to wonder if an embryo that's kept frozen for 18 years will get to vote.
