Not a shocker, this happens all across the U.S. To blame Obama is
kind of a stretch. If you look at The Projects all across the U. S. you
will see the same thing. Brand spanking new the first year, looks like
a 30yr old blight the next.
Classic case of not appreciating something you get for free. Alot of
good ole boy bid rigging on getting those contracts which is handled
mostly locally, ie shoddy construction....Ive seen it, no oversight
on the management of said projects, and very little oversight on the
construction of said projects, alot of government money being spread
around. Nothing will change, its all about the money...
Been happening for decades.

Been happening long before I got into the trades. My father (also a tradesman) was working on a local housing project in the late 50's and I remember him coming home saying how the tennants were setting fires and urinating in the stairwells and hallways when the building wasn't even completed (they were finishing the upper floors of the highrise).
Subsidised housing was around long before Obama got into politics.

Fortunately, we don't have to worry about building public housing for a while, because we're likely to find we now own thousands of pre-trashed foreclosed properties. Yay bailout!
