Two bears euthanized at park after one bites a child -- who was in a restricted area, climbed a four-foot fence and stuck his hand through the enclosure.

I don't think the bear was at fault and should have been cut some more slack

it's probably just an excuse to cut care cost. Bears aren't the lightest eaters, and people tend to notice when a 400 pound animal is a little on the skinny side, then the animal rights people get involved and try to file charges.
