Going mad trying to lookup a phone number

I have tried every major information directory search engine that I can find in an attempt at getting the phone number for a person whose name I can't remember but whose address I have exactly. In fact, I can't find ANYWHERE that will allow me to lookup a phone number based on the street address, city, state, and zipcode. They always require a name, which I don't have. I even have the zipcode+4 but I still can't get an information directory to give me the phone number. How is it that they can lookup a phone number with something as loose as part of a last name but can't do that for an exact address??

Does anyone know where I can go to get a phone number for a full address?
