Urban Dictionary defines Skank in several ways, here are a couple:

skanking is dancing to punk rock. Usually done on top of picnic tables, parked cars, etcetera

I always thought skanking came from the West Indian Ska music which was a sort of precurser to Reggae. And when I was punk-aged the dance punks did was the pogo. Maybe it was different in the colonies.
