Maybe it's a local thing..

Urban Dictionary defines Skank in several ways, here are a couple:

this old school circle of punks and the skankers within, transmogrified over time to become today's mosh pit.
This used to be quite popular in my highschool. Though at the time it was post punk, pre neo-punk.

I always thought skanking came from the West Indian Ska music which was a sort of precurser to Reggae. And when I was punk-aged the dance punks did was the pogo. Maybe it was different in the colonies.
