Installing programs after downloading them from the internet

I want to free up some hard drive space.

Please see this picture:

Since I have these installed on my computer and I do have a back-up to them on my D Drive do I need to keep these there and delete them? So I can free up hard drive space?

If you have everything backed up there is no reason to keep them on your C: drive.

Just make sure that there is nothing that has been forgotten. Since (as you say- I haven't checked) they are all "only" installation files they can also be stored as back up on a CD or DVD.

Deleting large files is a much better way of freeing up hard drive space.

Storing install files will not do you much good. If you need to reinstall, 1st check for a more up to date version before using the one you have saved.
