Why are those people there at all? Wouldn't arcing the electricity do something to the nearby power?

What your seeing is the bus bars opening in the substation and the resultant flash over between the opened bars...

Seen it before where I work..

Looks like at least the guys on the ground weren"t too suprised, like it was an expected result of a given action. I did notice the distinct lack of birds.

It is expected...There's quite a bit of energy there on a 500KV line...The electrons will want to keep flowing to the point of least resistance, when you break the path they want to keep going no and's, if's or but's about it. They will actually go through the air to get to where they want to go and air has quite a high resistance.
