just Google "Photoshop makeover tutorials" and you will get tens of thousands to choose from - pick one and use an image you have to try to run through the processes - some parts will apply to your image some won't.
This might be a good place to start.
It's way too complex to do in a forum based environment.

From what I could make out - it can all be done in Photoshop, (any cs version)

The secret is not just having the software but knowing how to use the techniques and in which sequence.

CS4 has a better interface and some new features. I haven't used all new features, but there's one I liked called "content-aware scaling". It's amazing. It detects the foreground objects in the pic and the scales only the background. For example, if you've got a pic of a car in the foreground and trees and scenery in the background, if you use content-aware scaling, you'll only resize the background, while the car stays intact. You can let photoshop auto-detect forground objects or you can create a mask to tell photoshop which objects to protect and what to resize.

And then there's hardware acceleration (OpenGL based) in CS4. So if you've got a half decent video card, the zooming, panning, etc. is ultra smooth, without any lags at all!!! even for very big images.

You can also rotate images. There's a new rotate tool. And there are also more options to manipulate 3D objects. You can also create a 3D object from your 2D pictures (called 3D postcard). It's still a 2D object, but you can rotate it etc. in space like a 3D object. You can always insert and manipulate 3D objects created in other softwares, like in CS3.

Search Youtube for "cs4 content aware scaling" and "cs4 opengl". it's really cool.

those 2 new features just amazes me, its smooth and content aware scaling allows you to do this

Do you mean 'Graphics Tablets? They (usually) plug into a spare USB socket and let you doodle/write directly into the PC.
