It's a pity the photographer didn't turn 180 degrees though. That pic is looking away from London towards the 'East End' and down-river. I'd guess it's taken from the top of the 'London Eye'.

I seem to remember reading/hearing somewhere, that small planes etc. that fly over London MUST be twin-engined types, for safety.
Apart from a few radio-station's 'eye-in-the-sky' traffic reporters, most of the stuff in the air is either commercial airlines (directly overheard as my flat is at the beginning of Heathrow's 'Final Approach' run) or helicopters (both private and military) - oh, and the very occasional flying plastic-bag
