It's common practice in New Orleans ... The carriage tours are horse driven, and most wear some sort of diaper or have another way of keeping the crap off the streets.

During the winter here you can get carriage rides around downtown (trust me, it's very nice) and the horses are equipped with little poop catchers. Not a diaper and awful hard to see in the dark.
