NEW YORK -- Poor residents will be rewarded for good behavior -- like $300 for doing well on school tests, $150 for holding a job and $200 for visiting the doctor -- under an experimental anti-poverty program that city officials detailed Monday.

The rewards have been used in other countries, including Brazil and Mexico, and have drawn widespread praise for changing behavior among the poor. Mayor Michael Bloomberg traveled to Mexico this spring to study the healthy lifestyle payments, also known as conditional cash transfers.

I wish this is the same here in the united kingdom. The only rewards we get is £30 which is $59.50 for recycling.

I think this is fabulous and viable. those not automatically moved to those things usually have little hope and little self esteem. Given money appears universal marker for value here.....I just know this will have positive impact, in the "Show me the Money!"sense.

I had no idea people in the UK got money 4 recycling! Frankly, I don get this. Why woud anyone in touch with the importance of this need money?

And, OK.....does Prince Wililam also get this stipend?

Yes.....but only human beings with self esteem and joy R moved & bfeel entitled to some "good behavior"and so their "rewards, "inside many of us..... have been squashed/crushed & R not ävailable"as engines.... and so, such wounded people require external "carrots"reward.....at least at the beginning.

the living environment is a huge indication on your health. My house is clean and free from rodents etc running around. Our food is fresh and prepared properly.

Take the conditions of a shanty settlement in mexico, Brazil etc and the living conditions are a lot worse.



Those living standards are prone to infection and rats etc. I would never want to live there. They're illegal and governments often bulldoze the houses down even if there are people inside it.

Comparing the 2 MEDC and LEDC countries its easy to see why they offer incentives to go to hospital and good behaviour

I was going to say that this is a stupid idea until I read that it will be taken from private funds.

But I still don't really see the positive side, I mean yeah I can understand that these people need the money, but you can't up and change an impoverished person's economic status with a $400 check for graduating high school - I understand that it's $400 that they didn't have, but still.

Happy humans-=generous humans....no quid pro quo.....we identify and the giving is the getting. Empathy is the leading indicator of emotinal health, and intact joy.

In this country you have to choose to want to stay poor. $400 is a gesture a way for someone to feel better about themselves when they look in the mirror and wipe their butt with their money... nothing more, nothing less!

Easily said, but by no way true. While it's true for the ones you often come across and associate with, it's not for many others and until you've dealt with them helping them and seeing it through their eyes, you won't understand the subtle difference- country where being educated/rich is loved or not.

The factors are just too many.

I am always appalled at many of the behavior levels on the streets of nowadays though. Complete barbaric mindless and just low class. I just stepped out of a colleagues house in Bradford, West Yorkshire, UK. I came across a gang of school kids, 15-16 year olds walking home.

One of the well built lads had a little "rocky" walk. Another 17-19 year old gang walked by on the opposite side of the road. Obviously thugs, let alone the appearance, they DO all the show for this exact reason, to make them feel and everyone to believe they're "gangsters- ruthless, mean and sole survivors". Quack fairy world.

The elder gang of male youths shouted out the name of the 16 year old "stocky" lad. Calling him over. Out stepped the toughest 19 year old lad, KNOWN as a fighter who walks the streets with everyone else to beat people up and scare the living life out of them. Here's the convo meanwhile me and a friend watched:

"oi, wot u bin sayin that you can twibat me"

"ay, no Cas I aint said tha- no way man"

"comon then, if you wana fight me, come on right NOW, middle of road you [censored]" (in the middle of the road head on head with each other)

"no man, i dont wana fight, chill man, no i'm man sorry i'm not fighting"

"<BAM!>" Cas, toughest 19 year old in the area obviously weight lifting and training regularly as one can see from his muscle mass, technique and posture, punched the 16 year old lad right on the chin in a matter of seconds from where they first met and started dancing about him like a hallucinating Bruce Lee.

All the standard individuals of our lives just walked past the VERY busy road. Even their school teachers.

I walked briskly and stood between the two lads. I asked the 16 year old if he was OK and to walk away back home. Meanwhile the 'Cas' guy squared up to me -
"so you think you're hard, huh, comon then u [censored]"

I told him to be right on his way young man. He threw a punch or two out of the blue- I wavered it.

He threw another and I gripped hold of him and threw him down.

I tried phoning the "police" (I guess they're flying on Mars when all the main violence takes place) but he got up and came back charging right at me from behind again. Whatever, in self defense, I had no option but to hit him two plant on the chin and he fell. His gang friends ran off.

I feel miserable to have to do that. Let alone that, I'm used to this sort of thing, but if it was another person from the same profession as mine who isn't well experienced in all out street fighting, they'd just get clobbered with blood and injury everywhere. And it happens all the time, everywhere against the innocent. Nice security and safety. This is just not right.

It's good that you clobbered that kid, but you should have scared the <twibat> out of him before you socked him by threatening to break his arm or something, and then have knocked him flat out.
