Stunned New Yorkers call 911 after watching a ship sink. But not to worry, it was designed to do that. Huh?

I've seen a ship like that being used to build an off-shore oil platform.

I've seen these boats before. i think becuase it is controlled it constantly regulates the ballast level so it cant sink. They can be used, i think, to recover ships that have run into trouble as they simple submere themselves and the boat floats into place. neat little things they are.
