I believe so... if this strain of TB infects more and more people, it could turn into another AIDS situation where people are dying because we dont have a cure... and more people would die then necessary.

But also I think of this mans liberty... he;s right, its like being framed for a crime he had no control over, the dice rolled and he was chosen. But yes they could atleast give this guy a window and something to pass the time!
